LATEST EU DEVELOPMENTS
Among the key EU-level developments reported on this month is a call by the European Parliament for legislation to impose a minimum level of women's representation on company boards of 30% by 2015 and 40% by 2020. Women currently make up only 12% of the members of the boards of Europe's 600 largest publicly listed companies, and the European Commission has already indicated that it will consider legislating if businesses do not take effective voluntary action by March 2012.

The Commission is also committed to issuing a legislative proposal before the end of 2011 to amend the 1996 Posted Workers Directive. It has now confirmed that this will take the form of an "enforcement Directive" aimed at improving implementation of the 1996 Directive. The enforcement Directive will be accompanied by a Regulation clarifying the relationship between the freedom of businesses to provide services in other EU member states (often using posted workers) and workers' rights to strike and bargain collectively.

Elsewhere, Poland has taken over the rotating EU Presidency for the second half of 2011 and will give priority to finding a compromise to end the impasse over amending the Pregnant Workers Directive.
