Beyond basic entitlements
The latest XpertHR research covers 335 organisations and examines arrangements relating to one-off extra bank holidays, unused holiday entitlement, compensation for bank holiday working and conversion of leave to pay. It finds that, when working on a bank holiday, one-third of employees are paid above the normal rate and four in 10 can take time off in lieu.

Employer practice
The first part of our 2011 research on annual leave finds that the majority of employees are given holiday leave above the statutory minimum and that employers are continuing to improve entitlement - the main reason given is to remain competitive. The most common number of basic days' entitlement is 25 days.

Fit notes
Are fit notes fit for purpose?
XpertHR research canvases employer opinion on how the fit note system is working in practice and whether or not it is living up to its promise of encouraging, where feasible, an earlier return to work. It shows that employers lack confidence in GPs' handling of the fit note but think that it encourages a dialogue between the organisation and employee.

European Parliament seeks binding EU quotas for women on company boards
The European Parliament called in July 2011 for EU legislation setting a minimum level of women's representation on company boards of 30% by 2015 and 40% by 2020. According to Commission figures, in 2010 women made up only 12% of the members of the boards of Europe's 600 largest publicly listed companies, and just 3% of the chairs of these boards.

OECD compares wage taxation in 34 countries
We examine the latest figures from the Organisation for Economic Co-operation and Development (OECD) comparing income tax and employers' and employees' social security contributions worldwide. Tax and contributions averaged 35% of total labour costs across the OECD in 2010, and the UK ranked 22nd out of 34 countries in terms of its wage tax burden.

European Commission consults on free movement of labour
The European Commission held a public consultation during June to August 2011 on new measures to remove obstacles to the free movement of workers within the EU.

BEYOND BASIC LEAVE ENTITLEMENTS
Eight in 10 (83%) of the 653 employee groups covered by the 2011 XpertHR annual leave survey are automatically granted a day off when the Government decrees an extra bank holiday such as the royal wedding in April 2011.

Seven employee groups in 10 can carry over unused holiday entitlement to the next holiday year - usually to a maximum of five days.

We asked employers what pay and time-off-in-lieu arrangements apply to employees who work on public or bank holidays and found that three employees in 10 (31%) are paid at a higher-than-normal rate if they work on a public or bank holiday while 45% can take time off in lieu. One organisation in five (19%) anticipates making a change to holiday entitlement at some point in the near future, primarily in order to remain competitive or to demonstrate good practice.

Elsewhere, we report on our research on employers' use of fit notes. The replacement of the sick note with the fit note in April 2010 represented one of the biggest shifts in how employers manage sickness absence for decades. Our research shows that the new regime is not quite living up to expectations, with most employers disappointed with the lack of communication on the part of GPs.
